What the question asks.
To make a good (but not perfect) deck for Card Fighter's Clash mostly depends on how many cards you have access to. During the actual game you'll spend most of your time slowly upgrading your deck. But, if you managed to obtain a complete collection you have quite a few options to choose from. Your main goals will be fit as many of the best cards in your deck as possible and to find a good balance between character and action cards (maybe 10-15 depending on how expensive the action cards are and how much SP your characters give). Since I do not know how far you are in the game, I'll list my favorite common cards to look for early and some of the best rare ones in the game.
Common Cards:
Character Cards
D Rank: Setsuna, Ukyo (use united attacks or block powerful charactes to avoid the drawback), guy, Hinata, Characters with 500+ BP or with 7+ combined BP and SP
C Rank: Akira (AWESOME card for a C rank, but it's a Capcom version exclusive), Leona, Duck King, Sakura, Characters with 7, 8, or 9 combined BP and SP (Especially if they come with a decent ability; there are lots of them that do), Twelve (good against the AI)
Action Cards:
D Rank: Best Shot, Cover Fire
C Rank: Peacemaker, Double KO, Stifler, Lucky Kitty, Makeover
Rare Character Cards (Starting from the best in each rank)
B Rank: 1.Andy 2.Sougetsu 3.Billy 4.Rose 5. Morrigan Honorable Mentions: Terry, Chun Li, Guile, Sagat
A Rank: 1.Akuma 2.Yashiro 3.Wild Iori 4. Krauser 5. Saki Honorable Mentions: K', Yamazaki, Haggar
S Rank: 1. Evil Ryu 2. Mecha Zangief 3.Jin Saotome 4. Kyo (P), 5. Kyo Honorable Mentions: Ryu, Akari (P), Geese, Zero Akuma
It's hard to say exactly which are THE best. But the ones with good effects right when they enter play are really useful. So, Akuma, Yashiro, Wild Iori, Andy, and Sougetsu are all really powerful.
Higher ranked Action Cards are a little more confusing since they tend to effect the entire board instead of just 1 or 2 select characters. Reparation is great for delaying an opponent and Fate Duel sometimes kills 2 enemy characters for none of yours, but the rest are trickier to use. Seraphic W, School's Out, Indulge, and Slaughter are great for wiping out the board, but it's bad to include too many because they're only good if you're in a losing position. Since they're a little situational it's a good idea to include some C rank cards for versatility.
